The IACBMC has adopted a systematic legislative policy development process. Through participation in seven policy steering committees, county commissioners identify and analyze issues to be incorporated into an annual consensus legislative agenda.

The general purpose of the steering committees shall be to develop and recommend to the Association membership policies and programs that will assist in the improvement of county government. Each committee will develop recommendations in the form of policy statements. Each committee chair will present their committee's draft policy statements to the Board of Directors during the annual fall meeting. The Board of Directors will review each committee's recommendations, resolve any conflicts and adopt the legislative policy positions for the Association.

Once the formal legislative platform has been approve by the Board of Directors, it is the responsibility of the membership of the Association, the legislative committee and the Association staff to advocate for its implementation. Committee members will assist in the representation of the Association's adopted policy positions to the Illinois Legislature and the public in general.

The creation of a steering committee and appointment of its members shall be determined annually by the President.


LEGISLATIVE COMMITTEE


The legislative committee meets as needed during Session to advise IACBMC staff on policy direction. The committee, which consists of representatives of each member county, has been given authority by the Board of Directors to set legislative direction in those instances where the annual platform is silent, legislative circumstances have changed or quick action is needed.
