Illinois’ new e-waste law, titled the Electronic Recycling & Reuse Act, will task manufacturers, retailers and government agencies to properly manage obsolete electronics while creating standards for proper and safe recycling of said products. At no charge to consumers, the law authorizes the use of a combination of incentives and mandates to reduce an increasing amount of electronic waste — televisions, printers, computer monitors, computers, laptops, printers, fax machines and MP3 players — and their toxic substances, such as lead, cadmium, copper, flame retardants, disposed in Illinois landfills. This session will examine how county governments reduction, such as partnering with retailers to sponsor collections.

The failing economy combined with the state's ongoing structural deficit has created an aggregate budget gap of $11.6 billion for Fiscal Years FY 2009 and 2010. As a result, Governor Quinn faced budgetary challenges unlike ever before when preparing his Fiscal Year 2010 State budget proposal. In this session, Mr. Martire will provide an initial assessment of the Governor’s budget proposals and advise on how best to approach the budget deficit and address the state’s fiscal emergency.
